Imports: EudraCT and CTGov import generate a sync to Study Properties

Issue:

The EudraCT Import and CTgov import generate a sync to Study Properties when there are no changes to Study data identified in the import record. PharmaCM is creating a new version in the Study History with no changes detected.

The sync action should only occur for a target entity when changes have been detected in the import record.

Workaround:

No workaround exists.

Proposed Resolution:

ADO-2387 has been raised to address this issue.
