ERF: Missing validation error message "The end point is incomplete. The end point must be in a state to indicate it is complete."

Issue:

When an end point is measurable, and the measurable unit is not populated, no validation error message is displayed in Disclose. However, the following validation error message is displayed after uploading to EudraCT Results: "The end point is incomplete. The end point must be in a state to indicate it is complete."

Proposed Resolution:

ADO-2289 has been raised to address the missing validation error message in Disclose.
