Issue:
Unapproved Changes can be submitted via batch maintenance without user awareness. This can happen when a study is in Batch Maintenance due to routine changes performed on the study and in the interim an amendment came in and a separate team began to work on updates. While these updates were occurring the study was uploaded via Batch Maintenance and the un-reviewed and approved (major) amendment changes were submitted.
