Changes made to attachments are not considered changes to submission, which can cause an upload to be rejected

Issue:

If a submission is uploaded and released to CT.gov the submission must be changed before uploading again. If the submission is uploaded again with no change, the upload is rejected for being unchanged. A change to a document attached to the submission is not considered a change to the submission and as a result can cause the upload to be rejected.

Workaround:

Editing the forms and recreating the submission will allow the system to recognize the change and the upload won't be rejected.

Proposed Resolution:

ADO-2395 has been opened to correct this issue.
