Scheduled Jobs: Generate and send Publication Report failure notifications when process errs

Issue:

When the Publication Report process fails due to an error associated with the data (ie: invalid sponsor credentials, system accessibility, etc), key users should be notified regarding the failure.

Proposed Resolution:

Implement email notification process to generate and send emails upon unsuccessful completion of the Publication Report process. ADO-2052 has been raised for this request.
