Submission Uploads fail to release when study attachments are included in a submission and Board data is null - no error raised in PCM

Issue:

When a submission is created with an attachment and the Board Data on the Oversight Tab of the PRF is null, the submission fails to release with the message "ERROR: Study documents must be deleted if Human Subjects Review Board Approval Status is unspecified." No error is raised previous to the submission.

Workaround:

Populate the Board Data or remove the attachments.

Proposed Resolution:

ADO-2341 has been raised to address this issue in a future version of PharmaCM.
