Admin: Unable to inactivate data that was loaded via master data script

Issue:

All "code" values loaded via the master data scripts cannot be set to Inactive via the Admin screens.

Proposed Resolution:

Enable functionality to set codes to inactive for master data values that do not affect core functioning of the system. ADO-2156 has been raised for this request.
