Issue:
A user is added to the Study Roles and gets assigned to a task (planned or In Progress) when a Compliance Event is created. The Role is updated to a new user and the task is reassigned in the Workflow Manager. The task gets completed by the new user. If the workflow is sent back to a previous step, the first user which was assigned and removed from the task is again assigned to the task.
This issue only happens within the same Compliance Event. If a new Compliance Event is created, it will assign tasks from the Study Roles, as expected.
Workaround:
Please review task assignees when sending the workflow back and update the task assignees by editing the Parent Task.

A bug has been logged (ADO-52576) to track this issue.
