Deleted task assignees sent email notfication when the In-progress task duration is updated

Issue:

For multiple task assignees, when a task assignee is deleted for a Planned Task, they are removed from the Workflow. When the task becomes in-progress, if the task duration is changed, the deleted task assignee will also receive the email notification that the task duration has changed.

Workaround:

Update the task duration when the task is still in Planned status.

Resolution:

This bug is being tracked as ADO-93517.
