ERF: Duplicate validation errors for "Public contact point" and "Scientific contact point"

Issue:

Duplicate validation errors regarding the telephone number for the Scientific Contact Point and the Public Contact point are raised when a telephone number is in the incorrect format.

Workaround:

Resolving the telephone number will eliminate the duplicate validation.

Proposed Resolution:

ADO-2355 has been raised to address the duplicate validations.
