RRF: Outcome Measures: It's possible for users to delete all categories when an Outcome Measure has more than one row.

Issue:

When an Outcome Measure has a Measure Type of Count of Participants or Count of Units, users can enter data in rows and categories. If there is only one row and one category, PharmaCM will prevent the user from deleting the category with the error message "Measure must have at least one category."

However, if the Outcome Measure has more than one row, the user can delete all categories and the error message is not displayed.

Proposed Resolution:

ADO-2434 is open to resolve this issue in a future version of PharmaCM
